adjective describes a noun
The cat that has white paws is cute.
noun clause- thing, noun
She knows that she has to move to a new city.
separating those two things- practice, time
You can talk to whoever you want. noun
You can talk to any person.
The person who you need to talk to is over there.
adjective clause- describes 'person', not a thing by itself, describes something else
The phone which you bought is nice. adj- describes/modifies 'phone'
Whichever phone you want to get is ok with me.

The point is not to know the grammar. The point is to be able to write many different styles of sentences.
